Draft Law “On Amending Certain Legislative Acts of Ukraine to Prevent and Counter Political Corruption” Introduced in Parliament
On June 19, 2015, a draft Law “On Amending Certain Legislative Acts of Ukraine to Prevent and Counter Political Corruption” was introduced in Parliament. The draft law contained provisions introducing state financing of political parties; set forth new requirements for political parties’ financial reporting; established the procedure for making contributions benefiting the political parties, as well as restrictions on making such contributions in certain cases; provided for responsibility for violation of established requirements; and empowered the National Agency for Preventing Corruption to exercise control over compliance with the draft law’s requirements by political parties. The draft law was developed with participation of the civil society. Substantially, the draft law complied with GRECO recommendations, while its adoption was one of Ukraine’s commitments as part of the Plan of Action for Visa Regime Liberalization between Ukraine and EU.
